libaspell-dev software package provides Development files for applications with GNU Aspell support, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libaspell-dev
libaspell-dev is installed in your system.
Make ensure the libaspell-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libaspell-dev *
You will get with libaspell-dev package name, version, architecture and description in a table
